Minutes of the Meeting of
CHSSA Executive Committee
Wednesday, February 11, 2009, 4:00 p.m.
Grotto¿½¬¢s Grand Slam, Lewes, DE

¿½¿½    Welcome and Introductions ¿½¿½ Ed Murauskas, president ¿½¿½ Present in addition to Ed were Walt Goering, vice president and membership chair; Mary Beth D¿½¬¢Amico, treasurer; Debbie Ritter, negotiations committee; Kathy Law, RES; Susan Krause, BMS; Diane Parseghian, MMS; Peggy Kirby, CHHS and negotiations chairperson; Donna Hartnett, RSE; Woody Stocks, NGC.  Evelyn Mills, a bus driver, arrived just before the meeting adjourned.

¿½¿½    Minutes of 01/14/09 Meeting ¿½¿½ Peggy Kirby moved to accept the minutes of the January 14 meeting; Walt seconded the motion, which carried unanimously.
¿½¿½    Membership ¿½¿½ Walt Goering ¿½¿½  Roster cleanup is complete except for new members.  Woody asked for 15 membership applications.
¿½¿½    WAR ¿½¿½ Winter Advocacy Retreat - Mary Beth D'Amico received no requests for tuition payment to this DSEA event.  Is no one going?  Ed expressed disappointment that more members are not taking advantage of this training opportunity.
¿½¿½    Financial Planning  - Mary Beth D'Amico ¿½¿½ Mary Beth checked with DSEA to see if investing about half of our checking account would negatively impact our tax situation and whether a financial advisor could help us use our money to generate more money.  Here is the response: ¿½¬“You can invest a portion of the $11,000 that you have in your account.  I don¿½¬¢t believe there would be tax consequences until you reached close to $1,000 in interest income.  I really not sure if a financial advisor would be helpful.  What might be more beneficial would be a long term plan that CHSSA would put together regarding your goals organizationally and then you could match the financial plan to it.  Talk to your other officers and if you decide to move forward, let me know.  DSEA could possible [sic] assist with the planning and budgeting process.  Take care--Judy Anderson, Business Manager (DSEA)¿½¬¿½ Woody and Kathy suggested investing smaller amounts in CD¿½¬¢s with maturities rotate every few months ¿½¿½ in case we need to liquidate some.  Kathy and Mary Beth will discuss this more and report back.
¿½¿½    Secretary Job Classification update ¿½¿½ Mary Beth D¿½¬¢Amico and Peggy Kirby ¿½¿½ On January 22, just before the CHSD Board Meeting, members of district administration changed some critical language in the memorandum of understanding we discussed at the January 14 EC Meeting.  Over objections from the CHSSA negotiating team, district administration sought and received School Board approval that night.  However, the CHSSA negotiating team could not recommend this unilaterally changed agreement to the membership.  So the CHSSA group met again on January 28, drafted another memorandum of understanding with acceptable language and sent it back to the district office for approval.  The group was told this new draft would be taken to the school board at its February 26 meeting only after it had the endorsement of CHSSA.  To secure that endorsement, each EC Board member was asked to show a copy of the attached draft to the member secretaries in their buildings then share their feedback with Peggy by Friday, 2/20.
¿½¿½    Custodial Liaison Committee ¿½¿½ Walt Goering ¿½¿½ There may have been differences in how each building principal dismissed custodians on the last snow day.  Peggy will investigate a concern at CHHS.
¿½¿½    Election Committee ¿½¿½ Kathy Law, Susan Krause and Woody Stocks ¿½¿½ This group is asking all EC members to encourage their buildings¿½¬¢ members to run for the 5 available CHSSA offices ¿½¿½ president, vice president, secretary, treasurer and membership chair ¿½¿½ by requesting time to speak during their buildings¿½¬¢ next staff meetings.  Candidates¿½¬¢ names should be forwarded to one of the three co-chairs.
¿½¿½    Member Concerns and Grievances ¿½¿½
¿½¢    A member was a victim of theft by a student.  The member expressed frustration because this was the second time she has been victimized by the same student.  She also was not satisfied with the consequences imposed upon the student for this behavior.  Ed and Walt offered to accompany her to a meeting with her building administrator to discuss her concerns.
¿½¢    Bus drivers are concerned about mounting unpaid hours.  They were given off Friday, October 3 and told they could make up the time in inservice training on Wednesday, February 4, 2009.  That day¿½¬¢s activities were cancelled at the last minute.  Now many drivers and monitors are wondering when they¿½¬¢ll be able to make up the time.  Mary Beth will look into prior correspondence between CHSSA and the district on this topic.
¿½¿½    Negotiations Committee ¿½¿½ Woody Stocks, Debbie Ritter, Evelyn Mills, Ed Murauskas, Walt Goering, Kathy Law and Peggy Kirby volunteered for this committee.
¿½¿½    For the good of the cause ¿½¿½
¿½¢    Ed encouraged everyone to respond to the email from Governor Markell asking for budget-cutting ideas.
¿½¢    Ed praised Jim Coverdale for recruiting 4 new members.
¿½¢    The mother of member Barb Campbell (Shields) passed away last week.
