CHSSA Officers
July 8, 2009

Meeting came to order at 1:10. Present, Ed Murauskas, Walt Goering, Mary Beth D'Amico, Joan Williamson, and Charlie Shaffer.
State of Delaware Budget Cuts Employees Salaries
The meeting was called by the officers to discuss the effect of the new budget passed by the State of Delaware, in particular, the 2.5% pay decrease and the 5 furlough days.
Charlie Shaffer explained that the 5 furlough days are the equivalent to 2.5% decrease in pay.
Those 5 days will simply be taken without pay. How or when they will be taken is what is yet to be determined and will affect 10 month and 12 month employees differently. Teachers are required to take the 5 days during in-service days. Charlie explained that several ideas are being explored and encourages employees to contact their representatives to express their thoughts.
Charlie also advised that it would be prudent if CHSSA went together with CHEA to present a unified proposal to the District Administration. One such proposal is to load all the in-service days at the end of the year, after students are dismissed for the summer. Again, Charlie hopes employees will come forward with ideas to implement these unpaid days off. He plans to meet with CHEA the week of July 13th and will advise us of that meeting date and time.
For twelve month employees it would be easiest if they took the 5 unpaid vacation days first prior to their regular vacation days. Again, when this would work is the question. A proposal from the floor requested that giving the secretaries and custodians the Easter week off would solve this dilemma. In addition it would save money in energy costs as each building would then be closed. It was suggested that a special meeting be called to allow 12 month employees to gather to discuss this change and share their ideas. Joan will get a notice out to all school secretaries and building reps informing them of this meeting, July 16th, 5pm, Beacon Middle School.
Charlie further informed us that some receive salary partly or completely from local funds. It is unknown at this time how or if this pay decrease will affect these funds.
Employment Termination/Job Postings
Walt Goering advised that the new night custodian job opening was not posted in house 15 days prior to being posted publicly in the newspapers. He asked that a grievance be filed. All agreed.
