CHSSA Executive Committe Meeting Minutes

CHSSA Executive Board Meeting
October 6th, 2010

Minutes
The meeting was underway when the Secretary arrived.
Nomination Committee
Kathy Law and Susan Krause volunteered for this committee. Discussion took place as to how and where we will have the elections. It was agreed that a social type meeting, i.e.: Pizza in one of the schools will be scheduled for our May 4th General Membership Meeting. All members will be invited, ballots will be distributed in advance, but will be available at the meeting as well. Nominations will be accepted in advance. Kathy and Susan will advise when to start soliciting.
School Board Meeting Attendance
Ed advised that our attendance has been lacking and would like to set up a rotation schedule for all school board meetings. All agreed that we would begin with the Workshop Meetings. The following is the schedule thru January:
October 14th Susan Krause
November 18th Ed Murauskas
December 9th Lisa Thorp
January 13TH or 27th Joan Williamson
We will revisit this procedure at our January 5th meeting.
ESP Dinner
Woody advised that the Lions Club facility in Dewey Beach would cost approx. $300 – he will check on exact price and advise all. Peggy Kirby will check with a chef for a catered dinner price for 80 members. Kathy Law will check to see if the Green Turtle could host us and how much, she will check both dinner or heavy appetizer options. Lisa Thorp will check on Jakes and Bethany Blues, again dinner option, or heavy appetizer options. All committee members were asked to reply all to the executive board with their findings. Because the dinner is next month a decision will have to be made by all prior to next months meeting.
Legislative Chair
There are no volunteers for this position at this time.
Members Fair
Mary Beth advised that the Fair will be on October 7th, 4 to 7 pm, at the Cheer Center in Georgetown. Vendors will be offering many goodies along with leaders who can inform on the many benefits of being a member.

IMS Training – Membership Chair
Joan will send out info to executive board on date, time and location in hopes that someone will attend training and fill post temporarily.
Distribution of Contract
Joan will investigate having copies made for each building rep and each school library, in addition to each Officer. Some explained they already have copies. So the final number needed is 17 copies.

For the Good of the Cause
Ed advised Charlie of several memberships that were turned in but are missing and asked for him to check into those. He also gave Charlie 3 new memberships. Ed also advised that a secretary has retired but will be drawing paychecks for awhile. Is it possible to have her dues stopped at the retirement date? Charlie will advise.
Discussion took place on various grievances. Charlie, Ed, and Peggy will meet separately and discuss whether a meeting needs to take place with the DO.
Storage of Membership Materials will temporarily be with Joan.
Meeting was adjourned at 6:40.

The meeting was brought to order at 10:25 am by President Ed Murauskas. 
Welcome - Ed introduced and welcomed new members, Ella Betts, Chad Clendaniel and Diane Berens.  Ed also introduced the Board Officers, Vice President Lisa Thorp, Treasurer Mary Beth D'Amico, and Secretary Joan Williamson.
Also recognized, were all 8 Building Representatives whether absent or present; CHHS-Peggy Kirby, Beacon Middle-Susan Krause, Mariner Middle-Debbie Gaudlip, Milton Elementary- Diane Huff, H.O. Brittingham-Brenda Coverdale, Rehoboth Elementary-Kathy Law, Shields Elementary-Donna Hartnett Sussex Elementary Consortium-Molly Siple. Ed advised all 75 members present that this is an election year and a new Executive Board Elections take place in May of 2011.  He is seeking two to three members to volunteer to work as the election committee.  The work is light, print ballots, mail to each building representative, collect ballots and count at the May meeting.  Anyone interested please submit their name to their building rep or one of the board members.

New Business
Membership Report - It was discovered that the report submitted to us as correct by the District Office during negotiations is in error.  The report is under review, but the anticipated enrollment in the support staff union is approximately 60-65% of all support staff.

the Dover office of DSEA by January 15th.  Ed said all building reps will have to have their rosters checked and back to Jean Read by January 8th.

Community Relations
Dr. Stone told all members present that it is his personal mission to embark with business and civic organizations in an effort to work to strengthen our school community.  He let everyone present know that our opinions are valued that we are the folks working in the "trenches" day in and day out. The Support Staff negotiations are soon to happen and he also is hopeful that the negotiations will go well so that all parties are satisfied.  He understands that it is important to be as equitable with the support staff as with the professional staff.

Meeting came to order at 4:08.  Present, Ed Murauskas, Mary Beth D'Amico, Joan Williamson, Charlie Shaffer, Susan Krause, Kathy Law, Peggy Kirby, Brenda Coverdale, James Coverdale.

Ed welcomed everyone and thanked everyone for all of their support over this past summer.

Agenda for Opening Meeting September 2, 2009 @ CHHS
An agenda was agreed upon by all members present.  Business that will be discussed, Treasurers Report and Budget, recruitment of members to join the Negotiations Team, solicitation of new building representatives where needed, and the training that will be available to all in the coming year.

Objectives for the Upcoming Negotiations
Peggy Kirby stated that she anticipates and hopes that we will be able to survey, respond, and present a contract within a month's time this contract year. 
Charlie Shaffer recommended that we start by recruiting a negotiations team our first week back to school.  This will enable those members to receive bargaining training that starts in October. It was explained that the negotiations team should consist of no more than one person representing each job category.
Joan advised that she received concerns from 3 secretarial employees and passed those concerns on to Peggy, Charlie Shaffer, and the officers.  These will be discussed at the first Negotiation Team meeting.
Vacancy in Vice Presidents Position on Board
Ed advised that he has received a letter of resignation from Walt Goering for the balance of his term.  It was explained that according to the By-Laws the Board can appoint a member to serve in that capacity for the completion of that term.  A vote was taken on a member who has expressed an interest and all agreed.  However because the member is on vacation and cannot be reached, an official announcement will be made at the opening meeting on September 2nd.
Training
Charlie Shaffer advised that we will be having an Educational Support Staff Winter Advocacy Retreat in our area; however, dates and exact location have not been set.  Also, it is still uncertain exactly what the format/agenda will include.  In addition, there will be opportunities throughout the year for training and workshops and some will take place at the beach.  Some could happen at the retreat or perhaps in conjunction with another school district.  He will keep us posted as more info becomes available.
Members Concerns and Grievances
Charlie Shaffer advised that Evelyn Mills called and stated that she and other bus drivers were still driving their routes and could not make meetings that were scheduled at 4pm.  It was suggested that Charlie and another representative of the Board could meet with them early a.m. prior to their routes, or we could delay our meeting start time till 4:30pm.  Charlie will talk with Evelyn again and advise us.
Mary Beth was concerned that a non member was passing incorrect information to employees concerning how the union represents non members.  Charlie explained that all employees should  know that the Union is obligated to represent non-members only when it is a contractual matter.  In grievance cases that are not contractual the union will represent members at all times.  If a grievance reaches the next level where the District Board becomes involved, only members will have the representation of DSEA Attorneys.
Mary Beth advised that in the School Board Minutes dated 5/29/09 it was noted that a Professional Staff Employee was terminated.  In the printed minutes the Professional Employee's name was never mentioned, instead a case number was given as reference to the termination.  However, in the minutes of 7/9/09, a Para-Educator was terminated and their name was printed in the minutes.  Mary Beth pointed out that this was not equal and fair to all employees.  A letter will be sent to the DO requesting that in all future cases, the same level of confidentiality be given to all employees regardless of position.
Good of the Cause
Mary Beth advised that in years past our ESP dinner fund came from extra funds.  Those funds are gone and this year we will have to draw directly from our portion of the state dues from our members to hold the dinner.  Ed advised that he was approached by another source that could put the dinner/buffet on for less expense.  Ed will pursue this in detail and advise us at the next Executive Committee Meeting.  A tentative date for the dinner is November 18th.
Susan Krause advised that she has been approached over the summer with information concerning business of the Executive Committee that she and others were not aware of.  It was discovered that some members do not have access to their school email accounts when not in school and therefore they are not aware of bulletins, notices, or meetings that might take place.  The example was given of the special meeting held this summer, on July 8th addressing the 2.5% pay decrease and the mandatory 5 furlough days that had passed in the State Budget.
It was voted and agreed that a phone committee/tree will be started to prevent this from happening again.  Susan volunteered to chair this new committee.  All building representatives will have to submit their preferred email contact and telephone number. 
Mary Beth read to the Board the Thank You received from Shannon Thorp for her gift of the CHSSA Scholarship.
Meeting Dates
CHSSA will meet on the first Wednesday of each month excluding April at Grand Slam. Those dates are, 9-2, 10-7, 11-4, 12-2, 1-6, 2-3, 3-3, 3-31, 5-5, 6-2.  Time will be announced later.

Present were Ed Murauskas, President; Walt Goering, Vice President and Membership Chair; Mary Beth D’Amico, Treasurer; Peggy Kirby, Negotiations Chair and CHHS rep; Brenda Coverdale, HOB rep; Jean Read, NGC; Virginia Griffith, RES rep; Diane Huff, MES rep; Dolores Rubolin, DO rep; Lorraine James, BMS rep; Woody Stocks, SEC at NGC; and Charlie Shaffer, DSEA Uni-Serv Director.

�    Contract Ratification � Charlie Shaffer distributed copies of a “Memorandum of Understanding” for the committee’s approval.  The memo, a copy of which is attached to the paper minutes, basically states that the CHSD and CHSSA agree to an objective assessment of all secretarial positions “ . . . to align jobs and pay categories/lanes so that like work, function, skills, education and responsibility are paid under the same salary column (State, Local, or both).”  After lengthy discussion, Walt moved to approve the memo.  Peggy seconded the motion and it was carried unanimously.
